The 中小企業新事業進出補助金 (successor to the business restructuring subsidy) supported SMEs entering a new market. Its 4th and final round closed in June 2026 and results came out on 30 September. From fiscal 2026 it became the 新事業進出枠 of the new 新事業進出・ものづくり商業サービス補助金.
What counts as a "new business"
The product or service must be new to your company (not necessarily new to Japan) and the market must be new to you, meaning a type of customer you did not serve before. Restarting something you used to do does not count.
Amounts (round 1)
- Rate: 1/2 (2/3 under the regional minimum wage special rule), including for small businesses.
- Cap by headcount: 1–20: ¥25M (¥30M with the wage-increase special rule); 21–50: ¥40M (¥50M); 51–100: ¥55M (¥70M); 101+: ¥70M (¥90M).
- Minimum: ¥7.5M of subsidy, so this is for large projects.
- Costs: must include machinery/systems (機械装置・システム構築費) or construction (建物費). Cloud, advertising, outsourcing and others fit within limits.
For exporters there is also the グローバル枠, at a 2/3 rate with the same caps.
Requirements
The program-wide ones: value added +4.0% a year, average pay +3.5% a year, internal minimum wage ¥30 above the regional one (with possible repayment), a published 次世代育成 action plan, and a GビズIDプライム account.
Deadline
Round 1 closes on 30 October 2026, 18:00 (planned by SMRJ).
