The 小規模事業者持続化補助金 helps small businesses win customers: flyers, websites, ads, trade shows, equipment. Figures below are from round 19 (2026) of the general track (一般型 通常枠), per the official call.
Who can apply
Small companies and sole proprietors (小規模事業者). General rule: commerce and services with up to 5 employees; manufacturing and others up to 20.
Amounts and rate
- Base cap: ¥500,000.
- +¥500k with the invoice bonus (インボイス特例), +¥1.5M with the wage-increase bonus (賃金引上げ特例), +¥2M with both: max ¥2.5 million.
- Rate: 2/3 (3/4 for loss-making firms under the wage bonus).
Eligible costs
Machinery and equipment, advertising, website costs (ウェブサイト関連費), trade shows, travel, product development, equipment rental and outsourcing.
Steps
- Write a business plan (経営計画).
- Get the 事業支援計画書 (様式4) from your local 商工会 or 商工会議所. In round 19 the deadline for this was 16 Apr 2026, ahead of the 30 Apr 2026 application deadline.
- Apply online only.
- Spend only after the 交付決定.
The program has announced a round 20 for 2026, so prepare your plan early.
