The Ministry of Labour's キャリアアップ助成金 pays employers who convert fixed-term (有期), open-ended non-regular (無期) or dispatched (派遣) workers into regular employees (正社員). It is a 助成金: if you meet the requirements you get paid; there is no competition.

Priority workers include people on fixed-term contracts for 3+ years, dispatched workers, single mothers and those who finished certain training under the 人材開発支援助成金. The limit is 20 people per workplace per year.
Bonuses (once per workplace)
- Adding a conversion rule to your work rules and using it: +¥200,000.
- Creating a "diverse regular employee" scheme (location, job or hours limited): +¥400,000.
- New in 2026: publishing conversion information on your own company website or on the しょくばらぼ portal: +¥200,000.
Watch out
- The conversion rule must be in your 就業規則 (work rules) first, and pay after conversion must rise as the rules require.
- The 社会保険適用時処遇改善コース ended in March 2026.
