Subsidies take work, and nobody has to do it all alone. Each kind of help plays a different role.
1. よろず支援拠点: free consulting
Every prefecture has one. The 静岡県よろず支援拠点 offers free consulting with no limit on sessions, about 1 hour each, booked online or by phone at 054-253-5117. It also has venues in Hamamatsu. Good for finding out which program fits you.
2. 商工会 and 商工会議所 (chambers of commerce)
They guide members and non-members and, for several programs, issue required documents (for example, the support plan for the 持続化補助金). For Shizuoka Prefecture programs they provide ongoing support (伴走支援). Contacts: 湖西市商工会 053-576-0637 and 浜松商工会議所 053-452-1111.
3. 認定経営革新等支援機関 (certified support organizations)
Tax accountants (税理士), CPAs and SME consultants (中小企業診断士) recognized by the government. Some programs and special JFC rates require their involvement. They usually charge.
4. 行政書士 (administrative scriveners)
Professionals authorized to prepare documents for public offices. For the 事業承継・M&A補助金, only a 行政書士 may prepare the application for you.
5. Labour Bureau and Hello Work
For labor grants (キャリアアップ, 業務改善, 人材開発支援, 働き方改革), you apply to the prefectural Labour Bureau (労働局).
Beware of promises
Be wary of anyone who guarantees approval or charges a lot just to "get" a subsidy. The decision always belongs to the public body.
